Changes: Triple Phoenix Fireball Technique

This technique is gained from leveling Phoenix Fireball Technique to level 4. Unlike it's predecessor, this technique allows you to use fireballs that travel in a width of 3 tiles. With each level the techniques improves and reduces the cool-down. It has to be leveled to level 3 again to maximize it's usage.
